[opensuse] No borders on windows - KDE on 15.2

One thing I've noticed since updating to 15.2 is there doesn't seem to be anything to mark the edge of a window, so that if the background of one is the same colour as another, to can't see where one ends and the other starts.  Is this some sort of new "feature"?
