It depends on which language you pick.
Regarding time zone setting, I think Ubuntu's installer is an example to be followed. Like openSUSE's, it shows a map where the user can click to select its time zone. Also, like openSUSE's, it suggests the user time zone. But the suggestion given by Ubuntu's installer seems to be based on geolocation, as that how to says:
Select your location
If you are connected to the internet, this should be done automatically. Check your location is correct and click ’Forward’ to proceed. If you’re unsure of your time zone, type the name of the town you’re in or click on the map and we’ll help you find it.

For instance, I typed "Pelotas" and it even showed me a dropdown correctly suggesting the city I live (Rio Grande do Sul, Brazil). Note, however, that there's no "Pelotas time", but the installer knew somehow that here we use Brasilia (Brazil's capital) time, as well as DST. If I typed, for instance, Salvador, maybe the installer would not apply DST (in Salvador, they use Brasilia time, but not DST). Ubuntu's installer seems to heavily use Internet to help users set their time zone. I did not test it offline, though. Maybe we could use some of the Ubuntu installer's ideas to improve openSUSE's installer.
