To reply to my own question is not too good, but I've made some progress. I've found the css files are being served as mime type text/html instead of text/css

Uhmm, let's think. TBH beforehand, I do not use php and or wordpress. 1. Any undefined / unidetified file is served as "DefaultType", normaly "text/html". 2. Most of the identification is done by ending, therefore checking "the file "/etc/mime.types" is advised. 3. Either your css files do not have the ".css" file ending, or the type is redefined in the config files of apache, also search and check for ".htaccess" files in the php app. 4. Say "F.ck you app, I do my own" and add the needed File Type definition yourself to the config (select by path / filename). Mostly, I would bet on point three, file ending not .css, and therefore point four would be needed.
