why not? for example is going from pt to pt-br a translation? localization seems good.
The packages will require some adjustments to make them build smoothly outside of our internal SVN system. More precisely, building works, but for best results preparation steps are required which are usually done within the SVN. This part we will move to the developer.novell.com servers some time soon. I wont be able do do any usefull work on this project before end of summer (I don't take vacations, but family is very demanding at this period :-); this said, using svn if probably the best way to make such small adjustement. We could have some kind of project manager (people able to manage svn) from the local voluntaries to keep the doc up to date - a wiki is definitvely not the place for that

As you see, I think the documentation at large is that part where the community can be the most usefull, because anybody can proofread a screen.
Yes, the same could be done for documentation, but do not underestimate the work involved...
