There are two UK mirrors listed: http://mirror.ox.ac.uk/sites/ftp.opensuse.org/pub/opensuse/distribution/leap... (gb, prio 100) http://mirror.rackspace.co.uk/openSUSE/distribution/leap/15.2/repo/oss/repod... (gb, prio 100) and there are 26 others in the EU and 21 in other parts of the world. But I'll grant you that the rackspace one and all the US ones I tried give me 404. Sounds like bug repoert time unless somebody can give you an explanation here.
