No, Factory keeps moving.. it has diverged from 13.1 in non-subtle ways by now, including major earlier changes like replacing mkinitrd with dracut, new systemd versions..etc..
so soon! I used to see factory stall for some weeks after release :-)
I think the OBS based workflow is getting smoother and smoother. This is the earliest I've seen the freeze / split / unfreeze. The freeze went in with Beta 1, but the split was shortly thereafter. A unlimited unfreeze apparently happened shortly after that. The official 13.1 repos are already populated with RC1, but there are still some major bugs, so don't treat it as ready for upgrade unless you are ready for some headaches. Also, if you do jump to RC1, make sure your OSS repo is set to refresh. It is not static yet like it will be after release.
