OK, I did find another site at http://wiki.rosalab.ru/en/index.php/Grub2_theme_/_reference which looks like it might be possible. I'll "just" need to copy over the images I need from the gfxboot rpm, and then start playing with the config files. The background (with the igloo) I'm fairly sure won't be too difficult, getting the penguins in there I'm not too sure of.
Really, though, I'd have thought <wink wink> that in 2018, choosing the penguin boot screen would be an option at install time -- for both versions of GRUB.
