You should set MOZILLA_HOME to the directory netscape was installed.
In my /etc/profile: MOZILLA_HOME=/opt/netscape export MOZILLA_HOME
This is true, but you also need export CLASSPATH=/opt/netscape/java in your /etc/profile
I explicitly unset my CLASSPATH environment variable when I run Netscape. I've found that I only need to have MOZILLA_HOME set. When I was working on applets I'd find that I would get some strange behavior in Netscape because it would load Java .class files from my local hard disk rather than pulling them down from the HTTP server. I guess this is really only a problem if you happen to be developing and testing applets on the same machine like I was.
