I think this is usually a function of the desktop or window manager. I run 42.1/LXDE/openbox and if I right-click on a desktop icon I have a checkbox option to "stick to current position" which does exactly what it says.

I don't see that. Even then, why should it be necessary to do that for each icon? There is an option to lock icons, but then you can't move 'em when you want, without first unlocking them.
