I dont use Asterisk 1.6 (yet), but I seem to recall it being included in openSUSE 11.0 even on the DVD.
Even the build of Asterisk 1.4 is failing in the OBS, so it seems to be more of a 11.1 issue than anything.
FWIW IMO you should not bother to setup an Asterisk package in OBS. This is a basic function that should be fixed.

While on the subject of "wether-or-not-in -the-OBS" .... What is needed to trigger an openSUSE_11.1 version of asterisk (zaptel, dahdi, libpri, misdn and all of those related)
Those pkg's used to be in the online version, next they were to be found in obs/repo/network/telefony.
But now is see only asterisk updated for 10.3 and 11.0 Only other place for some (!!), (asterisk16 is even there missing) packages is in vitsofts home directory...
And somebody's home directory is not something other people can/should depend on? If you look here: https://build.opensuse.org/project/show?project=network:telephony You can see they are still there but failing to build.
I submitted a bug report: https://bugzilla.novell.com/show_bug.cgi?id=465210
Hopefully it gets fixed. I still have bugs open for Asterisk issues on 11.0.
Perhaps i should try to convince the folks@work i should have some time to dig into the OBS..
Compiling the whole lot manualy produces no errors, so i presume the spec-files need some maintenance after the rather big steps with dahdi and misdn2....

At work, we have several asterisks (1.4 and 1.6) working on 11.0. At home i'm still stuck with centos because of my BRI-problems with misdn. (would love to get rid of it)
Well, i wouldn't start my own threat on the OBS (there are already too many duplications around there), but more trying to find out what goes wrong. Perhaps Karsten can lend some people a helping hand for mISDN. Afterall, he _IS_ a isdn guru and works for SuSE...
