This is probably RTFM, but... In prior releases, when my task bar got crowded, it would combine multiple copies of the same a single stacked icon instead of N separate icons. Additionally, it would dynamically shrink the pager. One problem is that a task icon was behind the pager. (I can manually tell it how many rows to display).
The default plasmoid thing for the task bar does not do that. There is at least one other one available you can grab that will help a little... http://kde-look.org/content/show.php/multirows+task+manager+by+8siem?content...
On a related note, the adjustments to the pager and taskbar are not a feature of the "Configure Desktop" menu any longer.
That is because everything on the desktop is a widget. Config the widget (assuming the widget has the config options.. some are rather sparse for cofnig)... different way of working is all.
