Forget exif. Forget jpegs. Try to add comments to a script, word document, pgp encripted file... anything whatsoever. This is not exif. It is a desktop feature. Or a file browser feature. The data can be stored in a hidden file in the directory, or in a central database. In Nautilus, you can add "tags" to files or directories.
