If your answer means that each language team defines the schedule, that's wrong, you did not understand my question, then. We need a string freeze, and that's the developers who stop developing, not the translators.

But I understand that you say that 13.2 is going to be separated from factory between beta and RC1. No, I think we can proceed as usual. openSUSE-13_1-Branch already exists, and we are on a pretty save side to use the trunk for 13.2 now. Yast is in string freeze for SLE which means developers don't add new strings without a good reason. But in some situations it's unavoidable in order to fix some bug. So it's true that you can expect ALMOST no movement in Yast string, but still some strings can slip in now and then. So, you say we work on trunk now. Then, on 20141009 13.2 Stephan Kulow segregates 13.2 as a separate project, and factory goes ahead on its own route. Then we work... where? It is not only YaST, it is also 'lcn' and 'packages'.
