Translation is managed on the application through the 'UI Translator' module. Although as this is a test site, I don't recommend to start translating until it is published on the production site. You can test and play with this module though. There's quite some momentum going on around transifex (http://transifex.org/) with Fedora already using it, plans inside the GNOME community to use it in the near future and other communities considering it (Dimitris will know better than I do, but I know he talked to Debian and OOo people). I know you've put a lot of work in your tool, but long-term, I think it'd make sense to join all the efforts. Would you be interested in joining transifex-devel to discuss all this? No problem, if OS people is thinking on use transifex is fine with me.
