[opensuse-translation] Missing Polish version of License Agreement

The licenses are in this file: https://api.opensuse.org/public/source/openSUSE:Factory/skelcd-openSUSE/lice... Either do it the full way and submit a new version of skelcd-openSUSE using the build service or file a bug with the UTF-8 text file.
