Exactly. You are translating one po file, and it is split to more branches, exactly like it is done in KDE. Just now, only Tumbleweed is going to be imported. openSUSE Weblate is in too early stage for SLE12sp1 and Leap. It probably makes sense to hard join openSUSE branches and Tumbleweed. People reviewing translations in openSUSE Tumbleweed will be the same as people involved in openSUSE releases. In case of SLE, the same policy will apply in early stages.
