With a standard glibc calls, yes.
But if you preload a special wrapper on textdomain() and bindtextdomain() and several others, it can download the file from the translation server instead of reading it from the system directory.

I see... But you want this on every machine? :-? It could cause unwanted internet activity. Consider that not everybody has full internet access. It can be metered, or caped. Thus this should be optional feature. For translators and testers, that's different.
