Yes, but I'd say the following week is also fine, esp. because you are still allowed to test and fix bugs.
I think this point should be clarify on future roadmaps.

This is always the Friday/Monday before a Alpha/Beta/RC release is scheduled.

I'd like to add concerning translations:
Translations to be included must be submitted to the SVN at 3 hours earlier.
Will all package maintainers get them in that case?
[And instead of CET now use CEST.]

Also, it is not clear when is the last day to submit the translation of the release notes. Jun 10 ?
June 16th is probably fine (that's the Monday before public release). Do not worry to much about release notes now, we will surely publish online updates of the release notes.
