Hm, I’m not sure I understand. To do a msgmerge you’ll need a .pot file.
But do I understand you correctly in that it’s still the developer’s responsibility to *extract strings* from the applications, to make them available for the translators?

One of the current (and long-standing) problem with the current translation system was that the developer’s *didn’t* do this. That is, basically the following thing happened:
