Non-standard in what way? KDE translations are mostly in GNU Gettext format in a Subversion repository (although there are some files that use the Qt translation system as target which complicates things).
KDE does not use in-repo translations. It extracts pot files and translations are collected into bundles. Additionally the Qt things need a different approach.
plasma5-openSUSE is an openSUSE specific package for sure. Feel free to report the bug either to openSUSE Bugzilla or to the GitHub.
I will try once I have the time to figure it out.
It would be much better, if the package itself will care about the translation.
