No way! :-) You can submit translations for the distribution (yast/lcn) till the end of translation testing (May 29). If not, it would be a pure nonsense: testing without the possibility of fixing. Of course, if things didn't change for 11.0.
Sure, but the milestone for beta2 was fully localized build. Otherwise testing the localization will never happen. So yes, you can _fix_ translations right till end of may, but you should _add_ translations only till beta2. That's the point.
