This bug didn't exist for German in the old instance. Do you test it with a database after the Postgres migration or with the dump before? That should give us an hint when the issue was caused.
You are true, I tested the old instance, but just overseen that it redirected me to the new one.
Hopefully, it is easy to get a very similar page in 2.13.1. https://l10n.opensuse.org/#your-languages
You have to set up Your languages first.
HOWTO:
Go to Your profile
Languages -> Translated languages: select what you want to see
To get the summary just once:
Just go to the main page, click to the leftmost menu (default "Suggested translations"), Select "Your languages", and you got it.
To get the summary as your default view:
Go to Your profile
Languages -> Translated languages: select what you want to see
Preferences -> Default dashboard view -> select Your languages
There is no global configuration that will select this view by default.
The Language summary has really a new design, and this new design has a bug.
