This does not exclude each other By this statement we need to ensure that user is NOT under US law restrictions: not in prohibited country and not under sanctions. The current text negates the second part, so we have that user IS NOT in prohibited country, but IS under sanctions (what we don't want, cause we can't give our software to a man under sanctions). You need to change current text to smth like "are not located in a prohibited destination country or specifically prohibited under the EAR or US sanctions regulations;", so that it will be correct both grammatically and logically.
