That's a pretty harsh criteria ;-)
Sorry for confusion, the is OR, not AND: Translation reached 100% => push it NOW Translation got any change => wait 2 hours, and if no edit appears, push (2 hours is the default for l10n.opensuse.org, upstream default is 2 days.)
Normally something like 70-75% completeness is required for translations to be shipped (if any criteria at all).
YaST team would like to see 50%. It is not yet implemented, but it is something to consider. Anyway, even 1% sometimes makes sense: One string is visible daily, the rest are error messages. User is angry to always see English string, and translates just this single string.
