Well. KDE uses a non-standard way to translate its files. I don't have insight into it, so I don't know how these files can be translated. plasma5-openSUSE is an openSUSE specific package for sure. Feel free to report the bug either to openSUSE Bugzilla or to the GitHub. Maybe the package desktop-file-translation could be capable of the translation (after some tuning), but I would stay away from it. The package should be deprecated, as it would mix few openSUSE specific strings with tens of thousands other strings that come from the upstream. It would be much better, if the package itself will care about the translation.
