opensuse-translation-de@opensuse.org seems to exist as account in Bugzilla for example.
Similarly for Czech, it can be announced at opensuse-cz@opensuse.org
We haven't followed up on the call for volunteers by the board yet. One of the roles was a translation coordinator. I'd assume that part of that job would be to make sure there's a working process for translation bugs :-)
