Normally something like 70-75% completeness is required for translations to be shipped (if any criteria at all).

We might put there some limit like at least 50% to ensure we don't ship yast with one zulu translation or something similar later on tho :)
You can't put any limit. Translators need to be able to submit their partial work anytime, and this not been lost, so that he can continue the work whenever he can pick it up, or another translator picks it up. And about not publishing... being able to download an rpm with a partially done translation would help sometimes, in order to run that application and see the partial result in place.
