I guess, they are all selectable in yast. yast will just warn, if translation coverage is below a certain limit (75%? 80%? I'm not sure about the numbers). I'd rate all languages with more than 80% as "translated"; 50-80% as "partially translated"; and with less than 50% as "mostly untranslated"--or something along these lines. But that my personal opinion; others may think different!
I think it is worth to mention that we now again have up-to-date statistics pages.
