Taking the upgrade one step farther, I just updated an 11.3 system to 11.4 RC2 by changing the oss, non-oss, and update repos from 11.3 to 11.4 as shown in http://en.opensuse.org/SDB:System_upgrade. I have no problem _not_ seeing it on all but one of my 11+ 11.4 systems. Even with switching between upstream and openSUSE firefox branding and using a virgin profile on the other one the only way I can find "buttons" for fwd & back is customizing toolbars and choosing text only. If no one else sees it, there must be something not installed that's needed, but what?
