It is about advertising existence of idea in many places and directing discussions in one place. The opensuse-project is good for organization of testing team, but discussion about method to test particular package should happen on opensuse-factory mail list (IMHO). I don't know of any testing that would need separate channel, list, forum, but I wanted to hear other opinions. You can take idea to use current factory channels to the project list. It has to be one place that should be advertised.
