[opensuse-support] mod_php_any and mailing list issue

was unable to be delivered to the list because of an access rule set up by the list administrator.
maybe the factory mailing list is just for devs on an internal list to post to? if so, it would be nice if the rejection message said that. I also didn't see that mentioned in the wiki, but maybe i missed it.
