the upgrade to Xfce 4.18 did unfortunately not went as coordinated as it should have. A couple of programs (such as xfce4-panel) will only be included in the next snapshot 20221225; please check 1) again when you upgraded to that snapshot. Is issue 2) new since the partial Xfce 4.18 release? Do you know about lightdm-gtk-greeter-settings? It wouldn't solve the issue by itself, but it might help with your situation.
