IIRC OP installed Packman in August with help from this list.

The problem of "certain video clips" not playing in YouTube may be 
because they use Flash, explained here:

Note!  Some of the info on that page is out of date (and the 1-click 
shown is for Leap 15.1), so do not use the installation options there 
unless otherwise instructed by this list!

I am using the flash-player and flash-player-ppapi from Packman, but my 
system is Leap.  On the Packman site I do see packages for Tumbleweed, 
and there are a few little older TW versions in the OBS, but I can't 
vouch for which packages as I don't use TW.

So someone else will need to chime in here.

Not entirely. A year ago I noticed that I got flash running on some youtube videos. The explanation is that the browser somehow mentioned it has flash available and youtube prefferred it. And then it got stuck because my browser is/was configured to request permission to run flash, every time.

AFAIK, I don't recall reference, they were/are? keeping both formats, serving according to browser's selection or so? There are also browser extensions allowing You to choose (I haven't tried any myself). Yes. They did not /move/ to html5, but they provided both html5 and flash, and they started generating whatever internal file they use for html5. But they had both formats available. I know this for certain because I played youtube videos in flash no more than a year ago. It is on record on the mail list somewhere, if memory serves. And now they are phasing out flash completely. I hope. It is possible that if the browser is set to inform the server that it has flash, and if the web or whoever decides does decide to choose flash, then there is a blockade and the video will not play.

Rare, but possible. I think youtube only offers the flash version if the 
browser mentions it is available. Happens to me on my main computer 
sometimes.
