I do not think this will work, its AFTER login in graphical desktop.
i have similar problem in an tumbleweed installation, somehowe about january updated. last week i added a new user (kde) after log in in new user i have always this screen at center of desktop. no button to say "do not sthow again" and as i remember first log in it was showing me something inside this screen (and button "do not show at startup" was present). but now its static, could not do anithing with this window, no button to prevent from start.
close this windows will work, but will start next time log in again.

Yes, that matches my experience. I can't see any way to determine what package provides this useless feature.

I think the package is `opensuse-welcome`. However the experience sounds like a bug which should be reported.

Thank you axel, this was it. after removing the file and update database, newstart, i have had the working welcome screen back. klicking to "do not thow again" and copy the file back, update database again. all is like it should.
