Finally I edited ~/.config/plasma-localerc to the following:
[Formats] LANG=en_US.UTF-8
[Translations] LANGUAGE=en_GB:nl:de
With these settings, KDE comes u in english, Audacity and Virtualbox as well, and VLC in Dutch.
What a frickin chaos.....
No. It is not. It is quite consistent.
I fell it is worth filing a bug for KDE....
How is it bug in KDE if KDE works as you expected?
I neded to change the section [Formats] manually to LANG=en_US.UTF-8 If I keep it de_DE.UTF-8, the LANGUAGE setting LANGUAGE=en_GB:EN_US:nl:de does not give the desired result. If I put en:nl:de, even many KDE programs come up in Dutch.
The language list is per each message, not per catalog. For each string gettext checks every message catalog listed in LANGUAGE and takes the first translation that is present (or falls back to original untranslated string). If you compare en_GB and nl VLC message catalogs, you will see that en_GB contains far less strings, so for most strings gettext will try next language. Effectively you get mix of English/Dutch/German.
So if this is a bug, it is a bug in VLC (en_GB "translation") which does not contain all strings.
There is no eay means to get an Engish user set-up - I guess in any other language it will be even worse. And, it is not a one-click activity Thanks to all for your support.
