I fell it is worth filing a bug for KDE....

I neded to change the section [Formats] manually to LANG=en_US.UTF-8 If I keep it de_DE.UTF-8, the LANGUAGE setting LANGUAGE=en_GB:EN_US:nl:de does not give the desired result.
If I put en:nl:de, even many KDE programs come up in Dutch.
