Yes, it appears to be empty. Seems that there are - http://download.opensuse.org/debug/update/leap/15.3/leap/ it contains packages with -lpXXX release. - http://download.opensuse.org/update/leap/15.3/oss_debug/ which is apparently the same (link or redirect) - http://download.opensuse.org/update/leap/15.3/backports_debug/ Which contains debug packages from SLE backports - http://download.opensuse.org/debug/update/leap/15.3/sle/ and http://download.opensuse.org/debug/update/leap/15.3/sle2/ which apparently contain debug packages from SLE but in different layout. Yes, that is a mess. I guess bug report is in order.
