Sorry, the correct message is "A Stop Job is running for User Manager for UID <User_ID>.
I am not too familiar with debugging systemd related issues myself. But I stumbled over the following wiki: https://freedesktop.org/wiki/Software/systemd/Debugging/#index2h1 It might be worth a try, even if the last edit to the article has been made in late 2017.
