[opensuse-support] [Leap 15] Claws-Mail missing LiteHTML plugin

I'm using Claws-Mail 3.17.4 installed from repositories/server:/mail, but it is lacking the LiteHTML plugin. The people on the Claws-Mail ML say it is included in the official version, so why is it missing from the version offered on the openSUSE repositories?
