I understand that you are using rechargeable AA batteries, but the mouse "expects" normal AA batteries. Normal batteries deliver about 1.6 volts when new, while rechargeable batteries deliver 1.2 when fully charged, which for a normal battery means "dead". The mouse is reading the voltage as "the battery is dead". I don't think the computer can do anything about that.
Except, 2xAA no-brand 2100mAh are in the keyboard, and that currently reads 70%, which is probably about right as they were put in there about Christmas:

Thinking this through, I just swapped the recently charged 2450mAh pair from the mouse to the keyboard, and put the 2100mAh pair into the mouse. It made no difference, still 70% & 10% shown for keyboard and mouse respectively (and I checked the update: field to make sure upower had polled the devices since the battery swap). Something else must be at play.
It matches what I said. The reporting comes from the keyboard or mouse, and to them, those batteries are spent because of the much lower voltage. The computer does not get a voltage reading, and there is no configuration or tuning. We can do nothing, except perhaps disable the reporting somehow. -- Cheers / Saludos, Carlos E. R.
