I also had this problem with my laptop using wireless connection. I switched to the Ethernet connection and problem was solved. Perhaps a problem with the wireless driver.

No, I use the Ethernet connection, does not have a wireless interface in my desktop.
Strange thing is that I can connect OK from my smart phone with Tumbleweed to forums.opensuse.org from the same home network. Also when I use Leap 15.3 this works, so it must be something in Tumbleweed.
Another strange thing is that I can connect via IPv6 to other sites.
Could it be something with an OpenSSL version? All connection are https!
After a suggestion in the bug report I used Wireshark to analyse the traffic to download.opensuse.org. What I see is that the connection is made using IPv6 and tried to get a repomd.xml. I do get data, but it looks as if the acknowledgement gets stuck. BTW, this is using http, not https. My system sends acknowledgements, but the other side does not answer any more.
Also connecting to forums.opensuse.org with Firefox does not work, however the connection with Firefox to bugzilla.opensuse.org works. I tried the same with Chrome and got the same result. When I do this with Leap 15.4 Beta it all works. So it must be something in Tumbleweed. Unfortunately using zypper to up(gr)(d)a(d)(t)e does not work because I can't reach download.opensuse.org.
