It may be the rpm database lock, in which case the solution is to verify that *nothing* is running that can access the rpm database (no yast, no zypper, no packagekit manager, etc), and then delete the lock file. The timestamp on the file may give a hint. Or it can be a package lock, in which case you have to decide if you want to keep or delete it.
