VT prompt litter on fresh 15.6 installation

Please tell me how to stop VTs from spewing SSH host keys prior to login prompt. I've seen this happen before, but have no recollection what causes it. There is nothing I see in /usr/lib/issue.d/ that I recognize as suggesting it. /etc/issue.d/10-openSUSE.conf contains "Welcome to \S - Kernel \r (\l)", but what doc explains?
