are all of your active repos pointing to Tw?
do again: zypper -v ref zypper -v dup --no-r --no-allow-v -d zypper -v dup --no-r --no-allow-v
I did these things, zypper verify did nothing and dup neither. I've posted this to opensuse-factory now as ddemaio suggested, since it looks like a general issue and at least one other TW user also ran into it https://forums.opensuse.org/showthread.php/537708-Weird-behaviour-after-zypp...
