You can also do an offline upgrade.
Did that; I could upgrade Tumbleweed, but it did not change the problem. During the upgrade, apparently, I could have a connection with download.opensuse.org.
I also did the same in Leap 15.3 and I got the same problem. Tried it also on my laptop with Tumbleweed and Leap 15.3; worked OK.
The only difference I could image was that on my laptop I am using NetworkManager with automatic, so DHCP, settings of IP addresses, but on my desktop I use NetworkManager with fixed addresses.
So I tried also automatic on my desktop and it WORKS!!!!!! After that I restored fixed addresses and now it works ALSO!!! The difference however is that I now have a few more IP addresses next to the fixed ones.
The strange thing is that the .nmconnection file did not change
The main cause, in my view, is that my provider changed the IPv6-prefix of my network connection and the IPv4 address.
I did change the fixed IPv6 address after the change in IPv6-prefix.
So the solution was to use the NetworkManager client to configure Automatic addresses, make it work, and change it back to fixed addresses.
After a reboot the problem is back with fixed addresses in NetworkManager client, so I changed the setup to wicked.
