Yes, both have Noto color emoji installed and Emacs should be using that as its first preference if you look at the multilingual settings. Instead, some emoji will be shown black on white (apparently as a fallback replacement via Harfbuzz since the font providing the glyph isn't explicitly listed in the multilingual configuration).
