You must import the key into the keyring of the RPM system export GPGHOME=/usr/lib/rpm/gnupg ... import the key ...
If you had done sig checking NOT AS ROOT, it would have worked.
It's not a bug, it's a feature ... ;)

Markus made a similar comment a month or so ago earlier. but again, in one line, for suse 8.0 and later, as root do:
gpg --no-default-keyring --keyring /usr/lib/rpm/gnupg/pubring.gpg \
--import
