Did you even bother to examine /etc/proftpd.conf ? If you would, there is a high chance you would find a section starting with <Anonymous ~ftp> and ending with </Anonymous> Just comment out the whole section and anon ftp is history (dont forget to restart proftpd). As far as the rest of your question is concerned - please consider to read the documentation since it is a mayor part of the work of everyone who wants to call him/herself a system administrator.
