IPMasq will do it =) But if you are talking an application level proxy that's another story.
I have seen falcon from falcon.naw.de (a good one but still very much in development) and DeleGate, which does not convince me very much.
DeleGate has a ton of security holes. I find Squid highly effective for ftp/www, proxying ssl based stuff is a bad idea generally, if you want to proxy things like pop/nntp (WHY????) then you should probably look at socks.
