Its possible that the creator of Napster made getting past a firewall a "feature". It could help users setup an mp3 server w/o adminitstration knowing. Also, I do believe that the rule of thumb for Napster is "You download it, you share it". Your email did not mention that the files the users are seeing and downloading are specific files -- mp3 files that are shared by Napster. People who are not familiar with Napster may interpret your statement "people from the internet can see and download my files on win98." as everyone being able to access C:\ If that is indeed the case -- that people can see all of C:\, check your settings in Napster.
